I believe if the leadership will go before the Lord and set themselves apart as Holy before the Lord. King Solomon had authority over all Israel and he went before the Priest in the Temple to dedicate himself, the Temple and all Israel to the Lord. The Lord came and sat down in a cloud and the Priest could not even stand before the Lord to perform there duties. So I believe as the leadership present themselves before the Lord as Holy and set themselves apart and go before the congregation and have them set themselves apart as Holy the Lord will sit down in a cloud.
